In waiver claims and other (contractions etc.) claims you can send a "conditional cut" in the same pm. I.e. if you win the player cut this guy. But don't cut him if you don't win the player.
apparently this was not already a rule

no
you need a roster spot to acquire a player any other way, you need a roster spot before making a claim off waivers irl. it makes no sense people ever thought this was a rule, it makes no sense to make this a rule

This unwritten rule recently became known to me through trial and error.
The reason I did not cut a player in the cut/sign thread was because it would telegraph to anyone else making a claim that I may also be making a claim and, by looking at my hard cap space, they could tailor their offer.
The Pacers would kindly request that the commissioner's office provide guidance on whether teams can make an UNCONDITIONAL cut in the waiver bid.
It might be a while before I can run a live unwritten rules test to figure that out.
