22,750,000 / 19,500,000 = 1.166666666 or 116.7%. Can only take back 115% of what you send out.
Someone sending out 85 and taking back 100 would be taking on 117.6% of what they send out. You can’t use 85% of the bigger salary.

always multiple the lesser total by 1.15
that product has to be at least as much as the other total for the money to work

I always just divide the bigger number by the smaller one. And that needs to be 1.15 or less
