Currently the rules are that
"All picks owed by contracted teams will be honored.
All picks owed to contracted teams will be voided."
If we contract one team and expand with another, this is no problem since we have one free slot in the wheel.
If we contract two teams and expand with two, a contracted team's owed pick will be in the same slot as an expansion team's.
Since the rules as written guarantee the owed picks will be honored, this means the expansion team will pick after.
I strongly urge people to consider scenarios they would want to argue about before they happen. League turnover is inevitable.
