DRAFT SCOUTING
Nothing about scouting is changing. For this season, we are supplementing with a second league file: every player in the draft will be assigned to teams such that they all start at their proper positions or near enough (i.e. PG at PG, SG/SF at SG or SF, PF/C at PF or C), with the remaining spots taken by robots who are league average for their positions. Human players are never scoring options, and every team runs fast / often / never / balanced. On sims 2 5 and 8, a 40 day sim from this college file will be posted along with the regular sim, as well as an aggregate stats htm similar to the playoff stats htm. The aggregate stats htm will exist after the season, the boxes will not.
When I compared a full season to the three times simmed season stats I generated, players in the college sim on average had 25% more points, 10% more steals, 20% less blocks, and 40% more turnovers than they did in the real league sim. Rebounds, assists, and scoring efficiency were indistinguishable. However, the range of differences was quite large - one player scored 50% more points, one player scored 20% less points.
There is currently no plan to continue this experiment beyond this season or to change anything about scouting. This does not mean those things won't happen.

SECOND ROUND CUTS
The current rule is "2nd and 3rd round draft picks are not guaranteed contracts. After the draft they will by default be signed to a two year deal. The GM can choose to release them at no cost. Once signed to a contract it is fully guaranteed. At the end of the second year the contract can be extended to a third year."
