Methodology
I track a metric in my annual stats sheet that I just call xWins. Basically it's just Win Shares/48 * 82 games * 36 MPG so that instead of looking at WS/48 numbers I have something comparable to the amounts that we see in the Win Shares chart at end of season to give me a better idea of what the numbers I'm looking at actually mean.
So I've tracked xWins for each player that was taken in creation (given that they accumulated at least 200 minutes each season, otherwise they are given 0 xWins for a given year) and tracked for them a value of CW and TW...CW (Contract Wins) being xWins accumulated over the value of their initial contract and TW (Total Wins) being total wins accumulated over 5 seasons since Creation.
So then I charted every pick by selection and their CW and TW amounts and then did a logarithmic trendline on the data to come up with a value that would represent the xCW (Expected Contract Wins) and xTW (expected total wins) for each pick based on their draft slot. By comparing the actual amount of CW and TW for each pick to their xCW and xTW values, we were able to then find Excess CW and TW created by each pick...I then pivoted this information by initial draft team and draft round and a variety of other ways so that we can look at creation draft performance by GM, round, etc.
Key
WS/48 - win shares per 48 minutes

Findings
Contract Wins by Team
This table essentially tells us which teams did the best job of acquiring CONTROLLABLE talent overall in Creation (regardless of the value of their original draft slots or however many extra creation picks they accumulated). Some teams might have gotten more overall talent but rolled the dice a little bit more by not having the longer contract length locked in.
Total Wins by Team
This is basically who acquired the most talent period based on their performance over the first five seasons. Obviously some teams might get dinged a little here if they acquired older players who either retired within 5 years or fell off later in that period, but this is who accumulated the most talent regardless of their pick slot and how many picks they made.
Excess Contract Wins by Team
This essentially tells us which teams were the smartest about using their draft slot to acquire players who they could control the longest. Based on the value of their slot this is how many additional wins they created over the lifetime of the initial contracts. Teams are going to score much higher here the longer cumulatively their creation picks were under contract (for example, the Hawks took guys with 5 year deals with 3 of their first 4 picks...Williams, Nash, Tokoto).
Excess Total Wins by Team
This chart essentially shows us which teams overall out-performed their draft slots (original or acquired) regardless of length of initial contract.
