So the topic de jour has been the ins and outs of officially trading scouting reports. It is well known bootleg scouting reports are widely shared, including being inadvertently shared to GMs not participating in scouting swaps, but there is an important unwritten rule when it comes to officially trading these reports. This ticker will explain the right way and the wrong way to make these trades.
First, let's set the stage with a hypothetical fact pattern.
Let's say that GM 1 and GM 2 have agreed to a trade. GM 1 and GM 2 have negotiated that GM 1 will send Player A to GM 2 in exchange for 1.1 and the scouting reports GM 2 has paid for. GM 1 would not trade Player A to GM 2 without the scouting reports as they have value to him. GM 2 doesn't give a shit because without pick 1.1, he doesn't care who has the info anymore. The subjective value of these reports to GM 1 and GM 2 may be different, but the parties have agreed they will be part of the trade.
Importantly, GMs, you should be aware that our league rules prohibit including scouting report trades in the completed trade thread. They do NOT prohibit trading scouting reports as part of a completed trade - merely the trade must be processed separately from the completed trade thread.
Here is the rule for those who are curious: Scouting may not be traded in the Completed Trades forum. Instead, the commissioner must be notified directly by both parties, at which point the scout result will be sent by private message.
So what should GMs 1 and 2 do? Based on the rules, they should post the trade, omitting the scouting reports, and PM the commissioner notifying it directly at which point the scout results will be sent by private message.
But in practice the rules are not followed and the GMs need to carve out the scouting report trade from the trade posted in the completed trade forum.
Some savvy GMs may be asking, "but Heebs, there are only three assets being swapped - how do you do that?"
It's simple. You circle currency in a meaningless way, creating more work for everyone involved, to be compliant with a rule that does not exist except in the depths of coding in our league's operating system.
For example, here is what GMs 1 and 2 ought to have done.
GM 1 sends Player A to GM 2 in exchange for 1.1 and 10k currency. Then GMs 1 and 2 PM the commissioner notifying it directly, that the scout result has been traded and to move the 10k GM 2 just sent to GM 1 back to GM 2. At that point, presumably, the scout results would be sent by private message.
