Currently, if there is no waiting list, the Quitting Thread is locked. This has lead to others creating additional quitting threads.
I propose we make a change so that that the Quitting Thread is always unlocked, but the 24 hours timer will only apply when there is a waiting list. If there is no waiting list, the one season/two week rule applies where the GM would have to take no league actions for an entire league season before their team is contracted. If someone signs up for the waiting list after a GM has posted in the Quitting Thread, the 24 hour clock starts from the time the new GM signed up.

Yes with the caveat that if someone signs up for the waiting list, that triggers the 24 hour clock on whoever posted that they quit.
So in this example, if Troy posted 3 days ago that he quits, there is no timer because we didn’t have any replacement waiting for his team. But once Fason posts on the waiting list, Troy has 24 hours to change his mind or we give the team to Fason.
